Although both Lucem Ferre and CODA encourage platonic relationships between their morphs, they tend to discourage romantic or sexual ones, mainly because those tend to get messy. The reasons for this are relatively straightforward - friends are more apt to defend friends, and although lovers will also fight for and with each other, jilted ones going through a breakup period, not so much. Not to mention UST is incredibly inefficient when it comes to working as a unit. Of course, a simple taboo isn't going to discourage many morphs. The monitoring and collars, though, usually do. Not many want their superiors to hear them in various stages of making out... and so on. And when that doesn't stop them, their fellow morphs usually will... usually.
When it comes to things such as actual pregnancies, neither Lucem Ferre nor CODA are very tolerant of them. After all, a pregnant morph isn't really much use as a soldier, which is the entire purpose of the morphs. Lucem Ferre makes no secret of their habit of abortions, and CODA will do the same. Of course this is what you have contraceptives for in the first place. Very rarely, either Lucem Ferre or CODA will elect to have the morph carry the baby to term - and then take the baby for experiments. In short, morphbabies, not good (incidentally, most morphs can have babies with each other, but not full humans or Pokemon, though most of them just don't bother). The escapees from Lucem Ferre and CODA, naturally, have no inhibitions (but come on, do you really want to roleplay nine months' worth of pregnancy and then seven years minimum of helpless morphbaby?).
... Also, for reasons that should be screamingly obvious, morphs from opposing factions will (probably) not have relationships beyond calling dibs on who gets to punch whose face in first. At all.
