[why don't we create a superweapon...?]
When CODA came after Lucen Ferre with their own arsenal of Pokemorphs, it became obvious that they needed something stronger to defend themselves. Superweapons; Morphs that could completely outmatch even an army of other Morphs. This, of course, meant only one thing.
Legendaries.
A few years ago Team Rocket had gotten ahold of a Mew DNA strand. Could it really be very difficult now, with better technology and hundreds of Pokemorphs to help track down traces of the Legendaries? In actuality it wasn't; while some fanatics may spent their entire lives unsuccessfully hunting a Legendary Pokemon, just finding a strand of hair or a trace of one in a footprint was a surprisingly easy task. Why, perhaps an army of the beasts could be harvested, all godlike beings armed with human logic and the ability to destroy worlds...
Well, actually, it wasn't that simple.
Countless test subjects died in the experiments that led up to the first successful Legendary Pokemorph. A Legendary Pokemon is a beast of immense power, and the transformation that granted a human that power was far more traumatizing than the ordinary transformations. There were all kinds of failures. Each seemed to speak the same message: this was too much for a human to contain. Some of the subjects would be ablaze with a wild energy, glowing with light, and then they would simply go out like a candle and die. Some would have heart attacks from the sudden rush of force caused by the transformation. A few actually burst open, resulting in a gory mess of organs and blood and all that nasty stuff. And then they had a successful product, out of the blue.
They called her Little Ana.
She was a Celebi Pokemorph. The first of her kind. A lot of research and experiments were done on her, which eventually led to her death on an operating table, but the information she provided would allow Lucen Ferre to create many more of their "superweapons". Of course most of them still die during or after the transformation but the success rate is a bit higher, and actually proven to exist.
CODA eventually caught onto this and quickly began engineering their own Legendary Morphs. They have been having the same problem Lucen Ferre has, however. So neither side really has many "superweapons" to make use of...
Legendary Morphs are usually separated from the other Morphs and given special treatment. They are extrmely powerful and unpredictable; even now no one is exactly sure what they're capable of. Neither side has acually used one as a weapon or soldier yet, and neither side really knows how to go about controlling them. Thus, the Legendary Morphs are usually confined to lurking about a laboratory all day. They do, however, get to associate with the other Legendary Morphs of their organization often, so they aren't all alone at least.
One particularly odd thing... Legendary Morphs don't usually make it out of their transformation with their memories intact. It hasn't exactly been determined why, but they are often left with all sorts of memory disorders. Amnesia is common; memories may also be shattered and scattered about, or completely twisted so that the Morph doesn't even recognize them anymore.
Another odd thing is that Legendary Morphs are easier to make with younger subjects. The reason isn't exactly clear. Scientists assume it has to do with childrens' bodies still not being fully developed, making it less complicated for the potent and complex DNA of a Legendary to work its way into their system. As such, Legendary Morphs of younger ages are more common than fully grown adults. Of course there still can be older Legendaries; they're just a bit rarer.
As for the actual RP? Why yes, you can roleplay a Legendary Morph. However, it's one per person, one Morph per Legendary, and it requires an excellent character bio (or knowledge that you're a decent RPer who isn't just making the character to godmode spam with it).
