After their transformation and "brainwashing", Morphs are actually released from the labs in groups and expected to take care of themselves. Their collars relay missions for them when there's something important to be taken care of, but for the most part they're just wandering around stirring up chaos. They are monitored, but not controlled. So they can generally do whatever they want so long as they obey whatever commands are given. It is instructed that Morphs stay in groups. A loner is more likely to be killed if he ends up caught by his enemies, and a larger group is able to operate better. From an RPer's perspective, this allows for lots of character-interaction. :D
Morphs are feared by society, and some people even go as far as to try attacking them with Pokemon or whatever makeshift weapons they can get ahold of. A Pokemorph could, of course, be friendly and show people that he isn't a threat, but he could also use this to his advantage. People are afraid of Morphs, so when a Morph goes into a grocery store and says, "Lemme get some food here or I'm gonna blow this place up," they usually let him go about his business. Lucem Ferre Morphs in particular tend to abuse their power like this, and are even commanded to do so often. One must remember, Lucem Ferre hopes to take over the world. It wants people to fear its Morphs, so that when CODA is out of the way no one will hesitate to obey them. The more aggressive of the CODA Morphs may also do this as well, though. CODA itself does not support this and may punish its Morphs for "disturbing the peace". So most CODA Morphs are more likely to enter the aforementioned grocery store with a kind smile and a promise that they aren't up to anything bad.
All Morphs are instructed to do everything in their power to destroy the opposing side. This means anything from fighting other groups of Morphs they run into to destroying laboratories. The collar-colors make it clear and obvious who's on which side, and not fighting the enemy off is punishable by 'zaps' and 'saps'. Of course they can still be clever about it; a Morph can spy on his enemies or try to find out what they're up to before he ambushes them. The collar-phones may be used to notify Morphs of other groups coming their way, as well.
